Public Accountability Summary Policy
Public information, accountability standards, legal disclosures, and controlled administrative policy.
Purpose
This policy governs the preparation, review, approval, publication, correction, and removal of CLAA public accountability summaries. Public summaries are designed to provide carefully controlled information about documented property-accountability matters without disclosing restricted case material.
Source Standards
Summaries may be based on public records, inspection records, verified property information, approved correspondence history, complainant-provided documentation, responsible-party responses, and external agency records. Each material statement should remain attributable to its source.
Required Review
No summary should be published solely because a complaint was submitted. Publication requires administrative review for factual support, relevance, privacy protection, duplication, current status, and appropriate public context.
Information Excluded
- tenant-identifying information
- medical records
- privileged or attorney-controlled material
- restricted evidence
- private portal credentials
- staff-only notes
- unverified personal allegations presented as fact
Responsible-Party Information
Where appropriate, a public summary may state that a responsible party was contacted, responded, declined, disputed the matter, reported corrective action, or did not provide a qualifying response by a documented deadline. The summary must not convert the response or nonresponse into a legal finding.
Corrections and Updates
CLAA may amend, annotate, suspend, or remove a summary when new evidence, corrected property information, an agency response, a responsible-party submission, or another material development changes the public context.
No Legal Determination
A CLAA public accountability summary is an administrative publication. It is not a judicial finding, governmental determination, citation, conviction, or adjudication of liability.
